Narrative:

I released a flight on rls 1. I then realized I did not have 5.0 in the center tank. 1 min later, I reworked the flight and created an rls 2. I did not change the route information in the fpf format and rls 2 picked a different route. The ATC filing was done on rls 1. After departure, the flight crew asked why the fpf they had was different than the pre departure clearance. Supplemental information from acn 568163: fpf showed route as ord iow J10 dsm ovr hct J128 fqf dvc ksino 1 las. Pre departure clearance read ord iow J10 lbf ./. Las. Crew did not realize J10 lbf was different from fpf since frequently a pre departure clearance will have some fix other than that which is on the fpf. The J10 portion and no information in the revised segment section led the crew to believe they were cleared as their fpf indicated. ATC advised that flight was actually filed as ord iow J10 lbf dvv J60 bce ksino 1 las. Error occurred due to dispatcher refiling paperwork to account fpf additional fuel in center tank and computer changing route without showing any change from first release. The entire problem of erroneous clrncs through pre departure clearance clearance could be greatly reduced if the pre departure clearance would provide the entire route of flight. Cleared as filed was intended to reduce radio congestion, so ./. Simply saves someone who is being paid to type, from typing extra key strokes. Granted, we might have caught the slight difference in the pre departure clearance from the fpf, but the system sets the flight up for an error (automatic switching of rtes by computer without indicating a switch: pre departure clearance that has ./.: filing flts with previous day's date, etc.

Title: B767 FLC IS GIVEN INCORRECT CLRNC BY COMPANY DISPATCHER.

Narrative: I RELEASED A FLT ON RLS 1. I THEN REALIZED I DID NOT HAVE 5.0 IN THE CTR TANK. 1 MIN LATER, I REWORKED THE FLT AND CREATED AN RLS 2. I DID NOT CHANGE THE RTE INFO IN THE FPF FORMAT AND RLS 2 PICKED A DIFFERENT RTE. THE ATC FILING WAS DONE ON RLS 1. AFTER DEP, THE FLC ASKED WHY THE FPF THEY HAD WAS DIFFERENT THAN THE PDC. SUPPLEMENTAL INFO FROM ACN 568163: FPF SHOWED RTE AS ORD IOW J10 DSM OVR HCT J128 FQF DVC KSINO 1 LAS. PDC READ ORD IOW J10 LBF ./. LAS. CREW DID NOT REALIZE J10 LBF WAS DIFFERENT FROM FPF SINCE FREQUENTLY A PDC WILL HAVE SOME FIX OTHER THAN THAT WHICH IS ON THE FPF. THE J10 PORTION AND NO INFO IN THE REVISED SEGMENT SECTION LED THE CREW TO BELIEVE THEY WERE CLRED AS THEIR FPF INDICATED. ATC ADVISED THAT FLT WAS ACTUALLY FILED AS ORD IOW J10 LBF DVV J60 BCE KSINO 1 LAS. ERROR OCCURRED DUE TO DISPATCHER REFILING PAPERWORK TO ACCOUNT FPF ADDITIONAL FUEL IN CTR TANK AND COMPUTER CHANGING RTE WITHOUT SHOWING ANY CHANGE FROM FIRST RELEASE. THE ENTIRE PROB OF ERRONEOUS CLRNCS THROUGH PDC CLRNC COULD BE GREATLY REDUCED IF THE PDC WOULD PROVIDE THE ENTIRE RTE OF FLT. CLRED AS FILED WAS INTENDED TO REDUCE RADIO CONGESTION, SO ./. SIMPLY SAVES SOMEONE WHO IS BEING PAID TO TYPE, FROM TYPING EXTRA KEY STROKES. GRANTED, WE MIGHT HAVE CAUGHT THE SLIGHT DIFFERENCE IN THE PDC FROM THE FPF, BUT THE SYS SETS THE FLT UP FOR AN ERROR (AUTO SWITCHING OF RTES BY COMPUTER WITHOUT INDICATING A SWITCH: PDC THAT HAS ./.: FILING FLTS WITH PREVIOUS DAY'S DATE, ETC.
