Narrative:

Expected a captain-monitored ILS runway 3 to geg. Normal approach with the captain landing the airplane. Normal deceleration until the captain braked to turn off the runway. Braking had no effect and the antiskid system started working. We slid past the threshold and about 200 ft into the overrun. Minimal aircraft damage and the passenger deplaned normally. I think that 2 things caused this incident. First, the latest metar we had showed that braking action was good. Tower didn't state otherwise. In fact, it wasn't good. I would estimate that it was probably fair with some areas of poor. Second, I feel that our brakes should've been more effective. Even though braking action was less than good, there was just a little frost on the runway and we should've been able to stop in the distance we had remaining. To prevent this from happening again, the aircraft should be fitted with better brakes and the tower should solicit and give out braking action reports.

Title: A DHC-8-400 CREW SLID 200 FT INTO THE OVERRUN OF RWY 3 AFTER LNDG FROM AN ILS.

Narrative: EXPECTED A CAPT-MONITORED ILS RWY 3 TO GEG. NORMAL APCH WITH THE CAPT LNDG THE AIRPLANE. NORMAL DECELERATION UNTIL THE CAPT BRAKED TO TURN OFF THE RWY. I THINK THAT 2 THINGS CAUSED THIS INCIDENT. FIRST, THE LATEST METAR WE HAD SHOWED THAT BRAKING ACTION WAS GOOD. TWR DIDN'T STATE OTHERWISE. IN FACT, IT WASN'T GOOD. I WOULD ESTIMATE THAT IT WAS PROBABLY FAIR WITH SOME AREAS OF POOR. SECOND, I FEEL THAT OUR BRAKES SHOULD'VE BEEN MORE EFFECTIVE. EVEN THOUGH BRAKING ACTION WAS LESS THAN GOOD, THERE WAS JUST A LITTLE FROST ON THE RWY AND WE SHOULD'VE BEEN ABLE TO STOP IN THE DISTANCE WE HAD REMAINING. TO PREVENT THIS FROM HAPPENING AGAIN, THE ACFT SHOULD BE FITTED WITH BETTER BRAKES AND THE TWR SHOULD SOLICIT AND GIVE OUT BRAKING ACTION RPTS.
