Narrative:
I was at ilg to have some radio work completed. I called ground for my taxi instructions and was told to taxi to and hold short of runway 1 on taxiway K. This I did, but then my radios started to fade in and out, so I switched to the overhead speaker. When I did, I thought I heard the controller say 'follow the traffic line.' I thought he meant to cross the runway. This was wrong because there was an aircraft on a 1 mi final which was told to go around. I should have asked for clarification before going across the runway. In the future I will be extra careful when I hear instructions that do not seem to make sense.

Title: PIPER PA31 PLT MISINTERPRETED GND CTLR INSTRUCTION TO CROSS RWY CAUSING ANOTHER ACFT TO BE SENT AROUND.
Narrative: I WAS AT ILG TO HAVE SOME RADIO WORK COMPLETED. I CALLED GND FOR MY TAXI INSTRUCTIONS AND WAS TOLD TO TAXI TO AND HOLD SHORT OF RWY 1 ON TXWY K. THIS I DID, BUT THEN MY RADIOS STARTED TO FADE IN AND OUT, SO I SWITCHED TO THE OVERHEAD SPEAKER. WHEN I DID, I THOUGHT I HEARD THE CTLR SAY 'FOLLOW THE TFC LINE.' I THOUGHT HE MEANT TO CROSS THE RWY. THIS WAS WRONG BECAUSE THERE WAS AN ACFT ON A 1 MI FINAL WHICH WAS TOLD TO GO AROUND. I SHOULD HAVE ASKED FOR CLARIFICATION BEFORE GOING ACROSS THE RWY. IN THE FUTURE I WILL BE EXTRA CAREFUL WHEN I HEAR INSTRUCTIONS THAT DO NOT SEEM TO MAKE SENSE.
