Narrative:

After departure during climb, I turned the center fuel pumps on with approximately 2000 pounds in center tank. The fuel quantity decreased to approximately 400 pounds before I noticed. I turned the pumps off. This does not comply with airworthiness directive 2002-19-52. I think the cause of this event was distraction from the center tank quantity. I should have used the fuel at cruise, where I could monitor it better. Also, the consumption rate would have been much less. I also think if the airworthiness directive placard was placed in a better location it could have helped me remember. The placard was blocked by the glare shield. It may be better placed by the center tank quantity.
