Narrative:

I operate a cessna citation as a single pilot, part 91. I planned an IFR departure for a flight of approximately 500 mi. A thorough preflight inspection was accomplished. During takeoff, I decided to abort because I felt the aircraft was not accelerating, and that the aircraft was dragging. I applied braking pressure and felt minimal deceleration. The airplane continued down the runway and entered the overrun area where the aircraft stopped. After the occurrence, wheel parts were found on the runway where I had initiated the abort sequence. The speed brakes were inoperative prior to commencing the flight, and the associated circuit breaker was pulled. I learned that MEL's apply to part 91 aircraft if they are turbine pwred. The MEL must be approved by the local FSDO. Conclusions: carry a copy of an approved MEL in your aircraft. Include a check of all documents including the MEL in your preflight. Don't rely solely on memory.

Title: RWY EXCURSION DURING AN ABORTED TKOF BY A C500 CITATION JET AFTER WHEEL FAILURE DURING TKOF AT PAE, WA.

Narrative: I OPERATE A CESSNA CITATION AS A SINGLE PLT, PART 91. I PLANNED AN IFR DEP FOR A FLT OF APPROX 500 MI. A THOROUGH PREFLT INSPECTION WAS ACCOMPLISHED. DURING TKOF, I DECIDED TO ABORT BECAUSE I FELT THE ACFT WAS NOT ACCELERATING, AND THAT THE ACFT WAS DRAGGING. I APPLIED BRAKING PRESSURE AND FELT MINIMAL DECELERATION. THE AIRPLANE CONTINUED DOWN THE RWY AND ENTERED THE OVERRUN AREA WHERE THE ACFT STOPPED. AFTER THE OCCURRENCE, WHEEL PARTS WERE FOUND ON THE RWY WHERE I HAD INITIATED THE ABORT SEQUENCE. THE SPD BRAKES WERE INOP PRIOR TO COMMENCING THE FLT, AND THE ASSOCIATED CIRCUIT BREAKER WAS PULLED. I LEARNED THAT MEL'S APPLY TO PART 91 ACFT IF THEY ARE TURBINE PWRED. THE MEL MUST BE APPROVED BY THE LCL FSDO. CONCLUSIONS: CARRY A COPY OF AN APPROVED MEL IN YOUR ACFT. INCLUDE A CHK OF ALL DOCUMENTS INCLUDING THE MEL IN YOUR PREFLT. DON'T RELY SOLELY ON MEMORY.
