Narrative:

Our flight air carrier xyyz was flying assigned heading towards ILS runway 18R final approach course, but we had not been cleared to intercept. As we were crossing runway 18R ILS final approach course, the controller questioned company air carrier xwyz about his heading. He said he had been cleared ILS runway 18R. (Because of the frequency (126.7) congestion we were unable to communicate.) the controller then stated that the approach clearance was for us (air carrier xyyz) which was not the case. We were never given an approach clearance to runway 18R.
