A PA31-350 air taxi pilot attempted to raise the gear after takeoff, but the gear would not lock in the up position. During a return to the airport, the nose gear would not lock in the down position. The gear was lowered with emergency hand pump. During the rollout, there was a partial loss of control on runway with associated shimmy. The aircraft was towed in.

Narrative:
On climb out gear would not lock up. Returned to airport. Gear would not lock nose down. Emergency gear extension used. 3 gear light indicators on. Landed plane after speed decreased under 30 KTS. Hard right pull and shimmy occurred. Had aircraft towed to hangar as precaution in case of gear damage.
