Narrative:

During a proving run on the approach phase into titusville, fl, I asked the FAA examiner if he wanted to see a non-precision approach such as the NDB into titusville. I had pulled the approach plates and reviewed them. I thought the examiner would like to see a more difficult approach than the ILS localizer-only approach. The examiner stated that the NDB into tix had been decommissioned over a year ago. We asked ATC approach control and ATC confirmed the NDB was unavailable. I had the NDB frequency on the ADF but there was no identify and the needle was searching. Afterwards during the debriefing at the tix FBO, the examiner stated that my suggestion to fly the approach was incorrect and dangerous. The least that could have happened if I flew the approach would have been a violation. The most, an accident, loss of life and lawsuits. After he departed, I rechked the NOTAMS I printed and found there was none for the NDB to tix. I therefore called FSS and was told there was no NOTAM on the NDB. I then checked the chart NOTAMS and found that the NDB at tix was indeed notamed 'not authority/authorized'. If daytona approach had authority/authorized the hdb approach I would not have flown it because of no identify. There were several checks and balances to prevent the approach being flown but the plate should be removed from publication. Commercial chart company is still publishing the approach plate. Callback conversation with tower specialist revealed the following information: a 'tix' tower specialist revealed that the NDB 'geiger lake' (ggl), has been OTS for over a year and is believed to be decommissioned. It was also revealed that due to the absence of 'ggl' not only is the NDB approach to runway 18 affected but the GPS approach is affected as well, due to the NDB being included in the missed approach procedure.

Title: AN LJ35 CREW, PREPARING FOR AN NDB APCH TO RWY 18 AT TIX, DISCOVERED THE NDB WAS OTS.

Narrative: DURING A PROVING RUN ON THE APCH PHASE INTO TITUSVILLE, FL, I ASKED THE FAA EXAMINER IF HE WANTED TO SEE A NON-PRECISION APCH SUCH AS THE NDB INTO TITUSVILLE. I THEN CHKED THE CHART NOTAMS AND FOUND THAT THE NDB AT TIX WAS INDEED NOTAMED 'NOT AUTH'. IF DAYTONA APCH HAD AUTH THE HDB APCH I WOULD NOT HAVE FLOWN IT BECAUSE OF NO IDENT. THERE WERE SEVERAL CHKS AND BALS TO PREVENT THE APCH BEING FLOWN BUT THE PLATE SHOULD BE REMOVED FROM PUB. COMMERCIAL CHART COMPANY IS STILL PUBLISHING THE APCH PLATE. CALLBACK CONVERSATION WITH TWR SPECIALIST REVEALED THE FOLLOWING INFO: A 'TIX' TWR SPECIALIST REVEALED THAT THE NDB 'GEIGER LAKE' (GGL), HAS BEEN OTS FOR OVER A YEAR AND IS BELIEVED TO BE DECOMMISSIONED. IT WAS ALSO REVEALED THAT DUE TO THE ABSENCE OF 'GGL' NOT ONLY IS THE NDB APCH TO RWY 18 AFFECTED BUT THE GPS APCH IS AFFECTED AS WELL, DUE TO THE NDB BEING INCLUDED IN THE MISSED APCH PROC.
