Narrative:

On aug/fri/02, a company tug requested to push a B767, parked on gate for reposition to another gate. A call was initiated to the FAA ground controller for clearance to push onto taxiway J (standard procedure when pushing off any of the end gates at dulles). Clearance from the FAA ground controller was received and the push clearance was issued. Shortly thereafter, the ramp controller observed several aircraft sbound on taxiway J passing directly behind the B767 in the process of pushing. A call was made to the crew to stop the push. The push sequence was terminated. A phone call was made to the FAA tower by one of our controllers to find out what was going on. Never received a satisfactory answer. I, as the manager, became aware of this confliction several days later and brought it to the attention of the FAA management at dulles tower. They said that they would look into the situation and get back with me.

Title: IAD RAMP MGMNT SUPVR IS ADVISED OF PUSHBACK CONFLICT INCIDENT AND THE CTL TWR IS QUESTIONED ABOUT THEIR INVOLVEMENT WITHOUT SATISFACTION.

Narrative: ON AUG/FRI/02, A COMPANY TUG REQUESTED TO PUSH A B767, PARKED ON GATE FOR REPOSITION TO ANOTHER GATE. A CALL WAS INITIATED TO THE FAA GND CTLR FOR CLRNC TO PUSH ONTO TXWY J (STANDARD PROC WHEN PUSHING OFF ANY OF THE END GATES AT DULLES). CLRNC FROM THE FAA GND CTLR WAS RECEIVED AND THE PUSH CLRNC WAS ISSUED. SHORTLY THEREAFTER, THE RAMP CTLR OBSERVED SEVERAL ACFT SBOUND ON TXWY J PASSING DIRECTLY BEHIND THE B767 IN THE PROCESS OF PUSHING. A CALL WAS MADE TO THE CREW TO STOP THE PUSH. THE PUSH SEQUENCE WAS TERMINATED. A PHONE CALL WAS MADE TO THE FAA TWR BY ONE OF OUR CTLRS TO FIND OUT WHAT WAS GOING ON. NEVER RECEIVED A SATISFACTORY ANSWER. I, AS THE MGR, BECAME AWARE OF THIS CONFLICTION SEVERAL DAYS LATER AND BROUGHT IT TO THE ATTN OF THE FAA MGMNT AT DULLES TWR. THEY SAID THAT THEY WOULD LOOK INTO THE SIT AND GET BACK WITH ME.
