Narrative:

We were working with approach control to fll, and we were on vectors for ILS runway 9L. We were told to fly a 270 degree heading and descend to maintain 3000 ft and reduce airspeed to 210 KTS. Upon passing 3600 ft while on the autoplt, approach told us to level off at 4000 ft. I disengaged the autoplt, stowed the speed brakes, added climb power and leveled off at 4000 ft. We were reclred to descend to 2000 ft. At 3600 ft, we received a TA followed by an RA. I responded to the TCASII instruction and was still hand flying the aircraft. We avoided the other aircraft by 500 ft or less. We had the TCASII in WX mode on the 40 mi range, as there were rain and thunderstorms in the area and off the approach end of runway 9L. It was very hard to see the opposite direction traffic with all the WX we were painting. We never had a visual on the other aircraft made had a normal landing.
