Narrative:
While on climb out from hef, copilot saw an aircraft traveling 180 degrees opposite and directly above us. We stopped our climb as he passed 200-300 ft above us. Hef tower said that the v-tail was talking with dulles approach.

Narrative: WHILE ON CLBOUT FROM HEF, COPLT SAW AN ACFT TRAVELING 180 DEGS OPPOSITE AND DIRECTLY ABOVE US. WE STOPPED OUR CLB AS HE PASSED 200-300 FT ABOVE US. HEF TWR SAID THAT THE V-TAIL WAS TALKING WITH DULLES APCH.
