Narrative:

I was working the LC1 (local control 1, south side of the pit airport) position responsible for sbound departures and landing traffic. Aircraft X called ready for departure from runway 28L at intersection P. I scanned the runway for traffic and issued a takeoff clearance and on initial heading of 200 degrees. As the aircraft lifted I saw a C208, aircraft Y sbound over the terminal. I issued traffic to the SF34 and a turn to the right. The caravan made a turn to avoid the SF34 at the same time. After they passed I issued an on course heading and switched the SF34 to departure prior to leaving the frequency. He stated 'that was close.' the other local controller believed he had gotten approval from me to release his departure but the coordination was not done on the in-house landline and I never heard or acknowledged his request. When I observed the caravan over the terminal sbound it was a complete shock to me. Supplemental information from acn 556995: coordinated with LC1 for a sbound (A300) fdx departure over 'burgs' after arrival for runway 28R. Verbally coordinate with LC1 for a sbound (C208) over grv. Received what I believed to be an acknowledgement from LC1. Prior to the C208 turning south, I scanned runway 28L and didn't see the SF34 departing. I normally do this as a secondary check. I then xferred communications to departure. Shortly after, I noticed and heard LC1 turning an aircraft to avoid the C208. Both aircraft turned to avoid each other. In the future I will always use landlines to coordinate departures with the other local. Supplemental information from acn 557133: at XA45 was cleared for takeoff on runway 28R at pit with instructions to turn left to a heading of 190 degrees. At 1700 ft MSL, I began my left turn to 190 degrees and was handed off to departure control. I checked in at '1900 ft MSL for 4000 ft MSL in my turn to 190 degrees.' controller, said 'radar contact, climb and maintain 5000 ft.' I acknowledged 5000 ft and as I rolled out of my turn on 190 degrees I saw the commuter at 10 O'clock position and below me climbing through my flight path. I began a right turn to decrease the closure rate and he began a right turn to pass behind me. Estimated distance was within 500 ft at the same altitude. Cause: commuter was cleared for takeoff on runway 28L as I began my left turn to 190 degrees which took me across the departure path of runway 28L. Prevention: better communication between the 2 separate tower controllers (128.3 for runway 28R and 119.1 for runway 28L) or whoever coordinates the departures.

THE OTHER LCL CTLR BELIEVED HE HAD GOTTEN APPROVAL FROM ME TO RELEASE HIS DEP BUT THE COORD WAS NOT DONE ON THE IN-HOUSE LANDLINE AND I NEVER HEARD OR ACKNOWLEDGED HIS REQUEST. WHEN I OBSERVED THE CARAVAN OVER THE TERMINAL SBOUND IT WAS A COMPLETE SHOCK TO ME.
