Narrative:
I was vectored to intercept runway 6L localizer at enw. I put approach flaps down and put the gear handle down. The circuit beaker popped, tried to recycle several times but circuit breaker popped every time. I advised tower I was having gear problems and told him I would fly east over lake michigan to attempt to resolve the problem. After 5 mins of recycling the gear handle, I went through the emergency (extension checklist). I engaged the manual crank but it would not turn. I reengaged the crank but it would not budge. I turned back west to fly over the airport and called kenosha FBO to talk to mr X the maintenance supervisor. We went through the various options to no avail. I had a passenger in the rear seats who had a better angle at turning the crank but she could not turn it either. I then declared an emergency, waiting for the crash trucks to get into position and made a low flat approach to runway 6L. About 1/2 mi out I cut electrical power and at 50 ft I pulled the mixture control and feathered the propellers. I slid about 300-500 ft and evacuate/evacuationed the airplane after it came to a stop. There was no fire. No substantial damage occurred and it is not a reportable accident. This incident was the result of a landing gear malfunction.

Title: A LIGHT TWIN CFI PLT MAKES A PLANNED GEAR UP LNDG WHEN HE IS UNABLE TO EXTEND THE LNDG GEAR BY ANY MEANS AT EMW, WI.
Narrative: I WAS VECTORED TO INTERCEPT RWY 6L LOC AT ENW. I PUT APCH FLAPS DOWN AND PUT THE GEAR HANDLE DOWN. I ADVISED TWR I WAS HAVING GEAR PROBS AND TOLD HIM I WOULD FLY E OVER LAKE MICHIGAN TO ATTEMPT TO RESOLVE THE PROB. AFTER 5 MINS OF RECYCLING THE GEAR HANDLE, I WENT THROUGH THE EMER (EXTENSION CHKLIST). I ENGAGED THE MANUAL CRANK BUT IT WOULD NOT TURN. I REENGAGED THE CRANK BUT IT WOULD NOT BUDGE.
