Narrative:

At XA15Z, fuel check at reno. FAA watched first officer do the fuel reasonableness check as part of our preflight procedures. The FAA inspector was not happy that the first officer did not enter any numbers or values on lines 'a' and 'B.' also, fueler did not fill in line 'C.' all items were checked and the aircraft passed the reasonableness check. However, the first officer failed to write the numbers in line 'a' and 'B.' the FAA inspector was referencing air carrier approved flight operations manual. 'Enter this figure as item 'a' (total metered).' add item 'a' to the before fueling tank quantity totals and record this total as item 'B' (total computer fuel).' item B must be within 5% or 5000 pounds (which ever is less) of item 'C.' item 'a' was entered in first officer's calculator and recorded in the calculator's memory, but not entered on or in box 'a' of the fuel form. Before fueling tank quantity was added to 'a' in the first officer's calculator and a total computer fuel was displayed on the calculator, but not entered on or in line 'B' (box 'B'). 'B' on calculator was compared to 'C' ('C' was blank, a value not computed by the fueler). The value of 'C' was readily available to the first officer by adding fuel tank values above 'C'. 'B' and 'C' compared reasonably so the 'reasonableness check' referred to in the fom was met but the values were not recorded on the form 'OP76.' our action: an air safety report will be filed by the first officer and me (captain) to air carrier X in an effort to get the sentence wording changed to say: 'enter this figure on or in box a (total metered). Add item a to the before fueling tank quantity totals and enter this total on or in box 'B' (total computed fuel). Ensure box 'C' is filled in by fueler. Compare box 'B' value to box 'C' value insuring box 'B' value is within 5% or 5000 pounds (which ever is less) of item 'C.'

'B' ON CALCULATOR WAS COMPARED TO 'C' ('C' WAS BLANK, A VALUE NOT COMPUTED BY THE FUELER). THE VALUE OF 'C' WAS READILY AVAILABLE TO THE FO BY ADDING FUEL TANK VALUES ABOVE 'C'. 'B' AND 'C' COMPARED REASONABLY SO THE 'REASONABLENESS CHK' REFERRED TO IN THE FOM WAS MET BUT THE VALUES WERE NOT RECORDED ON THE FORM 'OP76.'
