Narrative:

I was assigned the job of completing the adjustments if needed on the right normal brake control valve of aircraft X. I received an oral turnover briefing from mechanic X that did the replacement of the valve, and what had to be done to complete the task. He told us that the scatter shield was unfastened and moved aft to gain access to the valve. I checked and inspected the stops on the valve and then proceeded to the cockpit where I worked with another mechanic for several hours adjusting the brake tension spring in front of the captain's right rudder pedal. After all the adjustments were accomplished, we closed the landing gear doors, removed test equipment, and were pushed out of the hangar. We taxied the aircraft around to operationally check the brakes. The aircraft brakes checked good. Then we were instructed to taxi the aircraft to the gate. We were at the gate when the aircraft logbook and paperwork were brought to us, and at that time, I signed off the open items. On its first flight, the aircraft called with a problem that the landing gear would not go into the wheel wells. The aircraft was taken OTS and taxied to the hangar. Upon inspection of the landing gear and wheel wells, it was noticed that the scatter shield was missing from the right wheel well, and at that time I realized that I did not fasten the scatter shield in place before the landing gear doors were closed. I believe the loose scatter shield may have been the cause of the problem.

Title: A FOKKER 100 WAS DISPATCHED IN NON COMPLIANCE WITH THE R MAIN GEAR WHEEL WELL SCATTER SHIELD NOT SECURED AFTER A BRAKE VALVE REPLACEMENT.

Narrative: I WAS ASSIGNED THE JOB OF COMPLETING THE ADJUSTMENTS IF NEEDED ON THE R NORMAL BRAKE CTL VALVE OF ACFT X. I RECEIVED AN ORAL TURNOVER BRIEFING FROM MECH X THAT DID THE REPLACEMENT OF THE VALVE, AND WHAT HAD TO BE DONE TO COMPLETE THE TASK. HE TOLD US THAT THE SCATTER SHIELD WAS UNFASTENED AND MOVED AFT TO GAIN ACCESS TO THE VALVE. I CHKED AND INSPECTED THE STOPS ON THE VALVE AND THEN PROCEEDED TO THE COCKPIT WHERE I WORKED WITH ANOTHER MECH FOR SEVERAL HRS ADJUSTING THE BRAKE TENSION SPRING IN FRONT OF THE CAPT'S R RUDDER PEDAL. AFTER ALL THE ADJUSTMENTS WERE ACCOMPLISHED, WE CLOSED THE LNDG GEAR DOORS, REMOVED TEST EQUIP, AND WERE PUSHED OUT OF THE HANGAR. WE TAXIED THE ACFT AROUND TO OPERATIONALLY CHK THE BRAKES. THE ACFT BRAKES CHKED GOOD. THEN WE WERE INSTRUCTED TO TAXI THE ACFT TO THE GATE. WE WERE AT THE GATE WHEN THE ACFT LOGBOOK AND PAPERWORK WERE BROUGHT TO US, AND AT THAT TIME, I SIGNED OFF THE OPEN ITEMS. ON ITS FIRST FLT, THE ACFT CALLED WITH A PROB THAT THE LNDG GEAR WOULD NOT GO INTO THE WHEEL WELLS. THE ACFT WAS TAKEN OTS AND TAXIED TO THE HANGAR. UPON INSPECTION OF THE LNDG GEAR AND WHEEL WELLS, IT WAS NOTICED THAT THE SCATTER SHIELD WAS MISSING FROM THE R WHEEL WELL, AND AT THAT TIME I REALIZED THAT I DID NOT FASTEN THE SCATTER SHIELD IN PLACE BEFORE THE LNDG GEAR DOORS WERE CLOSED. I BELIEVE THE LOOSE SCATTER SHIELD MAY HAVE BEEN THE CAUSE OF THE PROB.
