Narrative: DEPARTING MIA, LEADING EDGE FLAPS/SLATS WOULD NOT RETRACT ON SCHEDULE. DECLARED EMER, ACCOMPLISHED FLT CTL ABNORMAL CHKLIST AND LANDED IN MIA OVERWT. ACFT INVOLVED HAD A HISTORY OF SAME MALFUNCTION.
