Narrative:

Dulles approach cleared us to descend from 11000 ft to 7000 ft inbound to jasen on arrival. I observed a converging target at 9600 ft on TCASII. As I started to shallow my descent on my own initiative, we received a TCASII RA which was followed, ending conflict. There was no traffic call from ATC, never saw aircraft visually. I believe we were on a collision course. I called TRACON supervisor who reviewed the tape and talked to controller, who said he saw the traffic but issued no warning as he believed there was no conflict. I'm uncomfortable with that in light of the TCASII RA and the fact that this occurred in poor visibility.

Title: IAD APCH CTLR DOES NOT ISSUE TFC TO A DSNDING B767 CREW BECAUSE HE FELT TFC WAS NOT A FACTOR.

Narrative: DULLES APCH CLRED US TO DSND FROM 11000 FT TO 7000 FT INBOUND TO JASEN ON ARR. I OBSERVED A CONVERGING TARGET AT 9600 FT ON TCASII. AS I STARTED TO SHALLOW MY DSCNT ON MY OWN INITIATIVE, WE RECEIVED A TCASII RA WHICH WAS FOLLOWED, ENDING CONFLICT. THERE WAS NO TFC CALL FROM ATC, NEVER SAW ACFT VISUALLY. I BELIEVE WE WERE ON A COLLISION COURSE. I CALLED TRACON SUPVR WHO REVIEWED THE TAPE AND TALKED TO CTLR, WHO SAID HE SAW THE TFC BUT ISSUED NO WARNING AS HE BELIEVED THERE WAS NO CONFLICT. I'M UNCOMFORTABLE WITH THAT IN LIGHT OF THE TCASII RA AND THE FACT THAT THIS OCCURRED IN POOR VISIBILITY.
