Narrative:

Unintentionally contacted runway during aborted landing due to aircraft stopped on active runway. Cleared aircraft on runway by safe margin, then side-stepped to right and returned to land without incident. Problem due to my not maintaining sufficient spacing to allow for aircraft stopping on runway in use. I perceived that the blocking aircraft was moving (doing a touch-and-go) when, in fact, it was stationary. I delayed the decision to abort the landing too long. I was not aware of the intentions of the blocking aircraft.

Title: POTENTIAL GND CONFLICT WHEN SMA X LANDS ON AN OCCUPIED RWY, BELIEVING THAT ACFT Y WAS ON A TOUCH-AND-GO, NOT STOPPED, AT TKA, AK.

Narrative: UNINTENTIONALLY CONTACTED RWY DURING ABORTED LNDG DUE TO ACFT STOPPED ON ACTIVE RWY. CLRED ACFT ON RWY BY SAFE MARGIN, THEN SIDE-STEPPED TO R AND RETURNED TO LAND WITHOUT INCIDENT. I DELAYED THE DECISION TO ABORT THE LNDG TOO LONG. I WAS NOT AWARE OF THE INTENTIONS OF THE BLOCKING ACFT.
