Narrative:

Aircraft X was inbound on the mahem STAR. This STAR is RNAV route into phx airport. At lovnn intersection, aircraft X turned to the southwest into the departure climb corridor. The pilot stated he dialed in the wrong runway direction at phx. The RNAV arrival has no readback safeguard to prevent errors. Daily, more than 1 aircraft deviates from the RNAV route. This creates an unsafe situation. Management has been hesitant to file pilot deviations. Aircraft are turning out of arrival airspace into departure airspace into conflict with other aircraft. The NAS does not seem able to accommodate RNAV procedures in the terminal environment at this time.
