Narrative:

Ellington tower pointed out traffic near our VFR entry point ahead 2 mi and at 1300 ft climbing. Short time later traffic reported at 1 mi and 1500 ft. I made a clearing turn and saw what appeared to be a king air pass about 200 ft below me. I was surprised that the king air was not in contact with efd tower when at that position (in fact king air supposedly was in contact with houston approach control). Good job of pointout by efd tower.

Title: NMAC BTWN A T38 AND A KING AIR FLT INSPECTION ACFT AT 1600 FT 5 NM SE OF EFD, TX.

Narrative: ELLINGTON TWR POINTED OUT TFC NEAR OUR VFR ENTRY POINT AHEAD 2 MI AND AT 1300 FT CLIMBING. SHORT TIME LATER TFC RPTED AT 1 MI AND 1500 FT. I MADE A CLEARING TURN AND SAW WHAT APPEARED TO BE A KING AIR PASS ABOUT 200 FT BELOW ME. I WAS SURPRISED THAT THE KING AIR WAS NOT IN CONTACT WITH EFD TWR WHEN AT THAT POS (IN FACT KING AIR SUPPOSEDLY WAS IN CONTACT WITH HOUSTON APCH CTL). GOOD JOB OF POINTOUT BY EFD TWR.
