Narrative:

After receiving an IFR clearance, we contacted the ground controller at bkl for taxi. We were told to hold on the ramp as there was no txwys open yet. Bkl is preparing for a special event, so the txwys are closed and they were using runway 6R as a taxiway to taxi to runway 6L. They also were using runway 6R as an active runway for smaller aircraft. We waited about 5 mins when the controller called us to taxi to runway 6L via runway 6R via the entrance taxiway C that came into the runway 6R. Controller said that there were men and equipment working on the closed taxiway and that they would wait for us. The first officer read back the clearance and we proceeded to taxi as cleared. As we turned wbound on runway 6R, I noticed a helicopter approaching the runway from the west. I stopped the aircraft and was telling the first officer to question the controller's intentions when controller started yelling that we did not have clearance to be on the runway. We replied that we certainly did, controller had just given us the clearance to taxi to runway 6L via runway 6R. Controller cleared the helicopter to the pad and without saying anything else, cleared us to proceed to taxi to runway 6L. This controller was very confused, frequently misdirecting other aircraft and call signs. Controller was also involved in an earlier incident in the same day with us and that is noted on another report.

Title: BKL ATCT GND CTLR BECAME CONFUSED WITH HANDLING TFC ON ARPT PREPARING FOR A SPECIAL EVENT WHEREIN THE NORMAL TXWYS WERE TEMPORARILY CLOSED AND 1 ACTIVE PARALLEL RWY WAS ALSO BEING USED FOR A TXWY.

Narrative: AFTER RECEIVING AN IFR CLRNC, WE CONTACTED THE GND CTLR AT BKL FOR TAXI. WE WERE TOLD TO HOLD ON THE RAMP AS THERE WAS NO TXWYS OPEN YET. BKL IS PREPARING FOR A SPECIAL EVENT, SO THE TXWYS ARE CLOSED AND THEY WERE USING RWY 6R AS A TXWY TO TAXI TO RWY 6L. THEY ALSO WERE USING RWY 6R AS AN ACTIVE RWY FOR SMALLER ACFT. WE WAITED ABOUT 5 MINS WHEN THE CTLR CALLED US TO TAXI TO RWY 6L VIA RWY 6R VIA THE ENTRANCE TXWY C THAT CAME INTO THE RWY 6R. CTLR SAID THAT THERE WERE MEN AND EQUIP WORKING ON THE CLOSED TXWY AND THAT THEY WOULD WAIT FOR US. THE FO READ BACK THE CLRNC AND WE PROCEEDED TO TAXI AS CLRED. WE REPLIED THAT WE CERTAINLY DID, CTLR HAD JUST GIVEN US THE CLRNC TO TAXI TO RWY 6L VIA RWY 6R. CTLR CLRED THE HELI TO THE PAD AND WITHOUT SAYING ANYTHING ELSE, CLRED US TO PROCEED TO TAXI TO RWY 6L. THIS CTLR WAS VERY CONFUSED, FREQUENTLY MISDIRECTING OTHER ACFT AND CALL SIGNS. CTLR WAS ALSO INVOLVED IN AN EARLIER INCIDENT IN THE SAME DAY WITH US AND THAT IS NOTED ON ANOTHER RPT.
