Narrative:

While on the heatt arrival, controller issued the following clearance: 'turn two zero degrees left, intercept the vkz 018 degree radial, heatt 5 arrival, descend and maintain FL240, pilot's discretion, over.' on account of the complexity of this clearance, we gave a partial readback which contained erroneous understanding of the clearance, prompting the controller to give the clearance which he did again -- in our opinion rapidly -- containing the same unbroken chain of elements. On the second attempted readback, radio congestion resulted in a partial readback. We then intercepted the given radial but off the vrb VOR of the heatt arrival instead of the vkz VOR. The controller then gave the same clearance in the same fashion, preceding it with, 'ok, aircraft X, for the third time....' failure to comply with the clearance was attributable to the complexity of the clearance and the pilot's subsequent failure to make a full readback of the entire clearance.

Title: HDG TRACK DEV OCCURS WITH A B737 FLC MISINTERPING A CLRNC AND DIALING IN THE WRONG VOR FOR AN AMENDED RTE CLRNC ON THE HEATT 5 ARR INTO MIA, FL.

Narrative: WHILE ON THE HEATT ARR, CTLR ISSUED THE FOLLOWING CLRNC: 'TURN TWO ZERO DEGS L, INTERCEPT THE VKZ 018 DEG RADIAL, HEATT 5 ARR, DSND AND MAINTAIN FL240, PLT'S DISCRETION, OVER.' ON ACCOUNT OF THE COMPLEXITY OF THIS CLRNC, WE GAVE A PARTIAL READBACK WHICH CONTAINED ERRONEOUS UNDERSTANDING OF THE CLRNC, PROMPTING THE CTLR TO GIVE THE CLRNC WHICH HE DID AGAIN -- IN OUR OPINION RAPIDLY -- CONTAINING THE SAME UNBROKEN CHAIN OF ELEMENTS. ON THE SECOND ATTEMPTED READBACK, RADIO CONGESTION RESULTED IN A PARTIAL READBACK. WE THEN INTERCEPTED THE GIVEN RADIAL BUT OFF THE VRB VOR OF THE HEATT ARR INSTEAD OF THE VKZ VOR. THE CTLR THEN GAVE THE SAME CLRNC IN THE SAME FASHION, PRECEDING IT WITH, 'OK, ACFT X, FOR THE THIRD TIME....' FAILURE TO COMPLY WITH THE CLRNC WAS ATTRIBUTABLE TO THE COMPLEXITY OF THE CLRNC AND THE PLT'S SUBSEQUENT FAILURE TO MAKE A FULL READBACK OF THE ENTIRE CLRNC.
