Narrative:

Departure clearance from lgb was runway heading to 1500 ft, left turn to 180 degrees, maintain 3000 ft. On departure, were cleared to 4000 ft. Passing 2300 ft, departure stated, 'traffic at 10 O'clock position, 3000 ft, VFR.' we immediately got an RA to descend 1500 FPM. We were at 2600 ft climbing 1500 FPM. We descended 1500 FPM to 2200 ft. We saw a long e-z pass by our left, same altitude at 200-300 ft away. Could see outline of pilot of long e-z.
