Narrative:

On jun/wed/02 I was flying in the south boston area. Approximately XA30 I was flying in boston class B airspace. I had a clearance from boston into class B airspace and was squawking a discrete code on the transponder. As we got near the end of class B airspace the controller issued a frequency change. I immediately changed to 126.00 norwood tower and requested permission to enter owd class D airspace. I was instructed to contact the tower on the ground because I had entered owd's airspace. We were still in boston's class B airspace, but I complied with the tower request and landed to talk to the norwood controller. He proceeded to yell at me and tell me that he has had enough and that our pilots bust his airspace all the time. I explained to him that for the 2 yrs I have flown in the area this was the first I have heard of a problem. I told him that I would organize a meeting of all the pilots and work out this problem with flying through this airspace. I believe that together the situation can be remedied. Callback conversation with owd tower revealed the following information: the supervisor stated this occurrence is not that uncommon. A90 TRACON has a position located in the bos tower cabin attendant that is responsible for all low level VFR traffic operating in bos class B. The terminology used for this controller is the A90 'skyways' controller. Other facilities use the name 'class B' controller. There is no landline between this controller and owd tower. At times this controller gets busy and the frequency handoff is not made in a timely manner. The tower supervisor referenced aim 3-2-1-D. This states getting clearance is the pilot's responsibility when a VFR pilot is receiving radar advisories. Of course, the 64 dollar question is, does this apply to a pilot operating in class B under direct ATC control? Callback conversation with bos tower revealed the following information: I spoke with a bos tower procedures specialist about the alleged lack of a landline between the skyways controller position in the tower and owd tower. I was told there is an indirect access dial line in place. The facility has requested that this line be upgraded/replaced with a direct line. The facility will also brief their personnel about the line that is presently available and mention the need to coordinate with owd tower in a timely manner.

Title: C152 PLT ENTERED OWD CLASS D WITHOUT OBTAINING CLRNC FROM THE ATCT LCL CTLR.

I IMMEDIATELY CHANGED TO 126.00 NORWOOD TWR AND REQUESTED PERMISSION TO ENTER OWD CLASS D AIRSPACE. I WAS INSTRUCTED TO CONTACT THE TWR ON THE GND BECAUSE I HAD ENTERED OWD'S AIRSPACE. WE WERE STILL IN BOSTON'S CLASS B AIRSPACE, BUT I COMPLIED WITH THE TWR REQUEST AND LANDED TO TALK TO THE NORWOOD CTLR. HE PROCEEDED TO YELL AT ME AND TELL ME THAT HE HAS HAD ENOUGH AND THAT OUR PLTS BUST HIS AIRSPACE ALL THE TIME. I EXPLAINED TO HIM THAT FOR THE 2 YRS I HAVE FLOWN IN THE AREA THIS WAS THE FIRST I HAVE HEARD OF A PROB. I TOLD HIM THAT I WOULD ORGANIZE A MEETING OF ALL THE PLTS AND WORK OUT THIS PROB WITH FLYING THROUGH THIS AIRSPACE. I BELIEVE THAT TOGETHER THE SIT CAN BE REMEDIED. CALLBACK CONVERSATION WITH OWD TWR REVEALED THE FOLLOWING INFO: THE SUPVR STATED THIS OCCURRENCE IS NOT THAT UNCOMMON.
