Narrative:

We were descending into las via the lynsy one arrival. The controller came on and said, 'descend via the lynsy one arrival, except maintain eight thousand.' the captain read back the clearance and I continued descent to 8000 ft. Both the captain and I interpreted what was said as an exception to the published step down altitudes. Around 9000 ft the controller came on and clarified that he wanted us to descend via the published altitudes and at utare intersection maintain 8000 ft. The fom contains an example of an exception on a STAR. The example in the fom has a fix associated with an altitude exception. I think wording of 'descend via the lynsy one arrival except cross utare at and maintain 8000 ft,' would have been more clear.

Narrative: WE WERE DSNDING INTO LAS VIA THE LYNSY ONE ARR. THE CTLR CAME ON AND SAID, 'DSND VIA THE LYNSY ONE ARR, EXCEPT MAINTAIN EIGHT THOUSAND.' THE CAPT READ BACK THE CLRNC AND I CONTINUED DSCNT TO 8000 FT. BOTH THE CAPT AND I INTERPRETED WHAT WAS SAID AS AN EXCEPTION TO THE PUBLISHED STEP DOWN ALTS.
