Narrative:

During initial radar vectors for arrival to sanford, fl, orlando approach advises aircraft X to turn right, heading 270 degrees, maintain 3000 ft, radar vectors for ILS runway 9L. Aircraft X acknowledged. ATC cleared aircraft X to turn left, heading 80 degrees for visual approach runway 9L. Aircraft X advised he is requesting radar vectors on to the localizer for the ILS, nine left. ATC turned aircraft X right heading 230 degrees for the ILS approach runway 9L. ATC then cleared aircraft X to turn left 180 degrees maintain 2000 ft. Aircraft X acknowledged (delayed on this heading until we passed through the localizer, I was thinking at the time, this was probably because traffic preventing a turn to intercept the localizer). ATC cleared aircraft X to 'turn left, heading 070 degrees to intercept the localizer, maintain 2000 ft upon intercept, and you are cleared for the ILS approach runway 9L. During my readback, we received an RA. We initiated a climb, and almost immediately after, approach control directed us to climb to 2100 ft. The flight engineer stood up from his seat and stated that a small aircraft, which looked like a cessna, was passing directly below us. The separation indication on the TA-RA read 300 ft.

ATC CLRED ACFT X TO 'TURN L, HDG 070 DEGS TO INTERCEPT THE LOC, MAINTAIN 2000 FT UPON INTERCEPT, AND YOU ARE CLRED FOR THE ILS APCH RWY 9L. DURING MY READBACK, WE RECEIVED AN RA. WE INITIATED A CLB, AND ALMOST IMMEDIATELY AFTER, APCH CTL DIRECTED US TO CLB TO 2100 FT. THE FE STOOD UP FROM HIS SEAT AND STATED THAT A SMALL ACFT, WHICH LOOKED LIKE A CESSNA, WAS PASSING DIRECTLY BELOW US. THE SEPARATION INDICATION ON THE TA-RA READ 300 FT.
