Narrative:

On taxi out at nice, france, we were instructed to hold short of runway 4L at point C-1. Approaching C-1, ground controller cleared us to cross runway 4L, contact tower, and gave us a transponder code. The first officer read back the runway crossing clearance and the tower frequency, but requested that the transponder code be read again. The ground controller clarified the transponder code and we continued to taxi across runway 4L after clearing ourselves visually. After switching to tower frequency, the tower told us we had not been cleared to cross the runway. We replied that we had and had read that back to the ground controller. The tower controller informed us that only the tower controller can give you clearance to cross a runway. This is not specified on any of the commercial pages. There was no conflict with other traffic.

Title: AN ACR CREW, TAXIING FOR TKOF AT NICE, FRANCE (LFMN), WERE CLRED TO CROSS A RWY BY GND CTL, MUCH TO THE CHAGRIN OF THE LCL CTLR.

Narrative: ON TAXI OUT AT NICE, FRANCE, WE WERE INSTRUCTED TO HOLD SHORT OF RWY 4L AT POINT C-1. APCHING C-1, GND CTLR CLRED US TO CROSS RWY 4L, CONTACT TWR, AND GAVE US A XPONDER CODE. THE FO READ BACK THE RWY XING CLRNC AND THE TWR FREQ, BUT REQUESTED THAT THE XPONDER CODE BE READ AGAIN. THE GND CTLR CLARIFIED THE XPONDER CODE AND WE CONTINUED TO TAXI ACROSS RWY 4L AFTER CLRING OURSELVES VISUALLY. AFTER SWITCHING TO TWR FREQ, THE TWR TOLD US WE HAD NOT BEEN CLRED TO CROSS THE RWY. WE REPLIED THAT WE HAD AND HAD READ THAT BACK TO THE GND CTLR. THE TWR CTLR INFORMED US THAT ONLY THE TWR CTLR CAN GIVE YOU CLRNC TO CROSS A RWY. THIS IS NOT SPECIFIED ON ANY OF THE COMMERCIAL PAGES. THERE WAS NO CONFLICT WITH OTHER TFC.
