Narrative:

On may/sun/02, I was inspecting a B757 aircraft per the service check form. One of the discrepancies I found was a fastener missing in the r-hand wing to body fairing panel. Upon investigation, I determined the fastener nut plate was missing. I notified my supervisor and he asked me to see if we could defer the item. I called maintenance control to see if I could defer the item. The maintenance controller I had talked to was busy and told me to call back later. He did give me a reference. After reading that, I felt we could defer the item. I called the maintenance controller back and put the item on deferral. The fastener that was deferred was the forward upper corner area.
