Narrative:

On arrival at lax, found bags in bin soiled from unknown liquid spill. Turns out 1 passenger was transporting about 2 gallons of what he described as samples of cement additive used to increase cement curing time. (No msds.) owners of the soiled bags were agitated and met by customer service representative and supervisor. Our concern is how the liquid containers were allowed to get aboard the aircraft at the departure station. They could have easily contained hazmat. Supplemental information from acn 547824: owner of substance was allowed access to aircraft with these poorly sealed containers by msy security.
