The controller was upset because the random route clearance was not requested 90 mins prior to the entry point! The controller wanted 90 min lead time on the clearance request. That is well in advance of the norm or the requirement. If more lead time is required, the pilot group should be informed. Shanwick has a bad attitude! Callback conversation with reporter revealed the following information: pilot indicated that this air carrier has no special contact procedures in their company fom. The company has not responded to this pilot's report. The pilot had not noticed the 40 min requirement on the commercial chart. Analyst had an extensive callback with a manager of ATC oceanic control, at shanwick, scottish control. The manager was distressed to hear that one of the eggx controllers was less than a perfect gentleman on the radio. The manager indicated the advanced time is listed in the publication 'uk air pilot' which is the british version of the airman's information manual. It is not a requirement, but a recommendation that air crews give eggx 40 to 90 min notice of oceanic clearance request. This is to give eggx adequate time to get the aircraft in a proper queue for most efficient oceanic crossing. Analyst also discussed the incident with the flight dispatch international operations manager at a major us air carrier that operates atlantic flts. This air carrier knew nothing of the recommendation. He indicated that the air carrier will revise its atlantic operating procedures and issue a crew NOTAM until the company fom is revised.

Title: B777-200 CREW WAS CHASTISED BY THE EGGX OCEANIC CLRNC DELIVERY CTLR FOR NOT GIVING 90 MIN NOTICE OF OCEANIC CLRNC REQUEST.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: PLT INDICATED THAT THIS ACR HAS NO SPECIAL CONTACT PROCEDURES IN THEIR COMPANY FOM. THE COMPANY HAS NOT RESPONDED TO THIS PLT'S RPT. THE PLT HAD NOT NOTICED THE 40 MIN REQUIREMENT ON THE COMMERCIAL CHART. ANALYST HAD AN EXTENSIVE CALLBACK WITH A MGR OF ATC OCEANIC CTL, AT SHANWICK, SCOTTISH CTL. IT IS NOT A REQUIREMENT, BUT A RECOMMENDATION THAT AIR CREWS GIVE EGGX 40 TO 90 MIN NOTICE OF OCEANIC CLRNC REQUEST. THIS IS TO GIVE EGGX ADEQUATE TIME TO GET THE ACFT IN A PROPER QUEUE FOR MOST EFFICIENT OCEANIC XING. ANALYST ALSO DISCUSSED THE INCIDENT WITH THE FLT DISPATCH INTERNATIONAL OPS MGR AT A MAJOR US ACR THAT OPERATES ATLANTIC FLTS. THIS ACR KNEW NOTHING OF THE RECOMMENDATION. HE INDICATED THAT THE ACR WILL REVISE ITS ATLANTIC OPERATING PROCS AND ISSUE A CREW NOTAM UNTIL THE COMPANY FOM IS REVISED.
