Narrative:

Pilot given cross bands intersection at one four thousand. He read it back correctly. Was observed via mode C at 12700 ft, 10 mi east of bands. Called psp approach to make a radar pointout, as the aircraft was now in their airspace, then called socal approach to inform them that aircraft was coming into their airspace at 12000 ft instead of per LOA at 14000 ft.

CALLED PSP APCH TO MAKE A RADAR POINTOUT, AS THE ACFT WAS NOW IN THEIR AIRSPACE, THEN CALLED SOCAL APCH TO INFORM THEM THAT ACFT WAS COMING INTO THEIR AIRSPACE AT 12000 FT INSTEAD OF PER LOA AT 14000 FT.
