Narrative:

As I was completing my landing flare, I observed a C172 (from my right on runway 7, taxiing across runway approximately 1500 ft from threshold of runway 7). I decided to complete my landing, as I determined I could stop within 1500 ft. After landing, the other aircraft stated on the CTAF 123.00 that he did not hear me. I called a 3 mi base and final on the CTAF. I suggested he visually check the runway before crossing.

Title: RWY INCURSION AND APCH LNDG ON OCCUPIED RWY AT A NON TWR ARPT, 1N7, NJ.

Narrative: AS I WAS COMPLETING MY LNDG FLARE, I OBSERVED A C172 (FROM MY R ON RWY 7, TAXIING ACROSS RWY APPROX 1500 FT FROM THRESHOLD OF RWY 7). I DECIDED TO COMPLETE MY LNDG, AS I DETERMINED I COULD STOP WITHIN 1500 FT. AFTER LNDG, THE OTHER ACFT STATED ON THE CTAF 123.00 THAT HE DID NOT HEAR ME. I CALLED A 3 MI BASE AND FINAL ON THE CTAF. I SUGGESTED HE VISUALLY CHK THE RWY BEFORE XING.
