Narrative:

During climb out from grant county airport (W99), I was on an IFR flight plan and encountered severe mountain wave out of 6000 ft MSL. Center cleared my aircraft to 8000 ft, but I was not able to climb to that altitude and encountered a severe downdraft of mountain wave in excess of 3000 FPM. I advised center of this. My altitude ranged from 6000 ft to 9000 ft MSL during the mountain wave effect. I finally managed to get out of it when I got to 10000 ft MSL. During this climb, I experienced severe turbulence and the aircraft had to be slowed to maneuvering speed. Don't attempt mountain flying when wind speed is in excess of 30 KTS.

Narrative: DURING CLBOUT FROM GRANT COUNTY ARPT (W99), I WAS ON AN IFR FLT PLAN AND ENCOUNTERED SEVERE MOUNTAIN WAVE OUT OF 6000 FT MSL. CTR CLRED MY ACFT TO 8000 FT, BUT I WAS NOT ABLE TO CLB TO THAT ALT AND ENCOUNTERED A SEVERE DOWNDRAFT OF MOUNTAIN WAVE IN EXCESS OF 3000 FPM. I ADVISED CTR OF THIS. MY ALT RANGED FROM 6000 FT TO 9000 FT MSL DURING THE MOUNTAIN WAVE EFFECT. I FINALLY MANAGED TO GET OUT OF IT WHEN I GOT TO 10000 FT MSL. DURING THIS CLB, I EXPERIENCED SEVERE TURB AND THE ACFT HAD TO BE SLOWED TO MANEUVERING SPD. DON'T ATTEMPT MOUNTAIN FLYING WHEN WIND SPD IS IN EXCESS OF 30 KTS.
