Narrative:

While being vectored to join the localizer for runway 28R at sfo, level at 7000 ft, a plane appeared on TCASII climbing at us from below. It continued through about 6200 ft when the TCASII commanded us to descend. I began the descent through the intruder's altitude. As the TCASII started to command the descent, ATC contacted us with a routine radio call. The captain advised ATC we were responding to an RA. ATC then also saw the conflict and issued us a right turn away from the other plane. I started a right turn as we were descending. When the TCASII stopped commanding the descent, we were at 6500 ft and on a northwest heading. ATC then gave us a climb back to 7000 ft and a heading to join the localizer. I am not sure how close we were to the other plane, but estimate it was 1/2 - 2 mi. We were solid IMC and never saw the other plane. The other plane was climbing rapidly, so it was probably turbine pwred. Either ATC or the other plane was in error, I don't know which.

Title: B767 FLC DSNDED IN RESPONSE TO A TCASII RA AND SUBSEQUENTLY INSTRUCTED BY APCH CTLR TO TURN TO AVOID TFC WHEN THE CREW ADVISED ATC OF THEIR RESPONSE TO TCASII.

Narrative: WHILE BEING VECTORED TO JOIN THE LOC FOR RWY 28R AT SFO, LEVEL AT 7000 FT, A PLANE APPEARED ON TCASII CLBING AT US FROM BELOW. IT CONTINUED THROUGH ABOUT 6200 FT WHEN THE TCASII COMMANDED US TO DSND. I BEGAN THE DSCNT THROUGH THE INTRUDER'S ALT. AS THE TCASII STARTED TO COMMAND THE DSCNT, ATC CONTACTED US WITH A ROUTINE RADIO CALL. THE CAPT ADVISED ATC WE WERE RESPONDING TO AN RA. ATC THEN ALSO SAW THE CONFLICT AND ISSUED US A R TURN AWAY FROM THE OTHER PLANE. I STARTED A R TURN AS WE WERE DSNDING. WHEN THE TCASII STOPPED COMMANDING THE DSCNT, WE WERE AT 6500 FT AND ON A NW HDG. ATC THEN GAVE US A CLB BACK TO 7000 FT AND A HDG TO JOIN THE LOC. I AM NOT SURE HOW CLOSE WE WERE TO THE OTHER PLANE, BUT ESTIMATE IT WAS 1/2 - 2 MI. WE WERE SOLID IMC AND NEVER SAW THE OTHER PLANE. THE OTHER PLANE WAS CLBING RAPIDLY, SO IT WAS PROBABLY TURBINE PWRED. EITHER ATC OR THE OTHER PLANE WAS IN ERROR, I DON'T KNOW WHICH.
