Narrative:

I observed aircraft X code in my airspace at 10000 ft. I asked syr approach if they were working this aircraft. They replied not any longer, but 'do you want for me to point out this aircraft?' I replied 'I'm already watching this aircraft.' ongoing problem (at least 15 yrs) in this airspace. Complicated by the fact 1) 3 ARTCC (ZOB, ZNY, ZBW), 2) 3 approach controls (roc at or below 10000 ft, syr at or below 10000 ft, and elm at or below 8000 ft) all share this boundary of airspace. Nothing ever gets resolved. Who owns what portion and who gets the handoff or pointout?

COMPLICATED BY THE FACT 1) 3 ARTCC (ZOB, ZNY, ZBW), 2) 3 APCH CTLS (ROC AT OR BELOW 10000 FT, SYR AT OR BELOW 10000 FT, AND ELM AT OR BELOW 8000 FT) ALL SHARE THIS BOUNDARY OF AIRSPACE. NOTHING EVER GETS RESOLVED. WHO OWNS WHAT PORTION AND WHO GETS THE HDOF OR POINTOUT?
