Narrative:

I was training on ground control. Trainee requested to cross runway 24 with a tractor (mower). Local controller gave ground controller permission to cross with aircraft holding on runway 24 approach end. She thought she put C172 in position and hold. She had cleared the C172 for takeoff. Tractor was almost off the runway when the C172 started its takeoff roll. Discussed ways to correct problem by using strip board management.
