Narrative:

Flying as air carrier X from fwa to pit in cruise at FL230 (or FL210) in IMC at XA30 EST, was cleared direct (via FMS) to cutta intersection (approximately 75 NM course approximately 070 degrees). Autoplt/flight director was on. Captain was PF. Received a TA for a target approximately 5 NM at approximately 2 O'clock position, 400 ft above us. Shortly thereafter (approximately 5 seconds) followed an RA to descend. PF disconnected autoplt and initiated descent (per company policy). Simultaneously, I reported descent to ATC. ATC responded that traffic was at 2 O'clock (may have said 1 O'clock), 1000 ft below us with no other traffic around. RA stopped and PF stopped descent approximately 400 ft below assigned altitude, and climbed back up to original altitude. ATC reported that separation with other aircraft had been lost approximately 600 ft vertical and 3.1 (or 2.1) NM lateral. Flight proceeded normally to pit where PF notified maintenance that TCASII unit was malfunctioning. Maintenance tested TCASII, operations checked good and aircraft was placed back in service. During RA, red intruder symbol was displayed along with solid blue traffic symbol. I mentioned to ATC that possibly it was a secondary return from the same aircraft and maybe its transponder was malfunctioning. ATC responded that they observed only 1 target. PF later mentioned that no indication of descent appeared on vsi which is an indication that our TCASII unit may have malfunctioned. I believe our TCASII malfunctioned causing us to descend towards another aircraft.

I MENTIONED TO ATC THAT POSSIBLY IT WAS A SECONDARY RETURN FROM THE SAME ACFT AND MAYBE ITS XPONDER WAS MALFUNCTIONING. ATC RESPONDED THAT THEY OBSERVED ONLY 1 TARGET. PF LATER MENTIONED THAT NO INDICATION OF DSCNT APPEARED ON VSI WHICH IS AN INDICATION THAT OUR TCASII UNIT MAY HAVE MALFUNCTIONED. I BELIEVE OUR TCASII MALFUNCTIONED CAUSING US TO DSND TOWARDS ANOTHER ACFT.
