Narrative:

Aircraft X and aircraft Y both landing dtw on the mizar arrival north of dqn. Both aircraft at FL250. Aircraft Z climbing to FL240 under both aircraft X and aircraft Y. I went back to aircraft Z to issue the traffic and I inadvertently issued FL250 to aircraft Z. I noticed aircraft Z climbing above FL240 and told to maintain FL240. Pilot said 'roger, we will reverse our climb and go back down to FL240. I also had traffic at FL260 so I was trapped. Cause of error was my poor and improper phraseology on the traffic call and issuing the altitude of the traffic. I will now try and use 'a thousand above/below you.'
