Narrative:

A foreign piloted BE20 was on right downwind for runway 9R. HS25 checked in 8 mi west on the ILS to runway 9R. BE20 was instructed to continue downwind and follow HS25 and report traffic in sight. BE20 turned base in front of HS25 2 mi west of the airport. BE20 was instructed to make a right 360 degree turn but did not understand. Next, I instructed BE20 to sidestep to runway 9L. The pilot understood and made a full stop on runway 9L. The pilot called the tower and confirmed my suspicions. His command of the english language and ATC phraseology is severely deficient. We have too many pilots like this transiting the skies over south florida.

Narrative: A FOREIGN PILOTED BE20 WAS ON R DOWNWIND FOR RWY 9R. HS25 CHKED IN 8 MI W ON THE ILS TO RWY 9R. BE20 WAS INSTRUCTED TO CONTINUE DOWNWIND AND FOLLOW HS25 AND RPT TFC IN SIGHT. BE20 TURNED BASE IN FRONT OF HS25 2 MI W OF THE ARPT. BE20 WAS INSTRUCTED TO MAKE A R 360 DEG TURN BUT DID NOT UNDERSTAND. NEXT, I INSTRUCTED BE20 TO SIDESTEP TO RWY 9L. THE PLT UNDERSTOOD AND MADE A FULL STOP ON RWY 9L. THE PLT CALLED THE TWR AND CONFIRMED MY SUSPICIONS. HIS COMMAND OF THE ENGLISH LANGUAGE AND ATC PHRASEOLOGY IS SEVERELY DEFICIENT. WE HAVE TOO MANY PLTS LIKE THIS TRANSITING THE SKIES OVER S FLORIDA.
