Narrative:

On arrival to runway 174 at dfw, I was PF and called flaps to 25 degrees. The flap indicator stopped between 20-25 degrees. I called for the flaps to be retracted to 20 degrees. Flaps did not move and the trailing edge flap disagreement light illuminated. We went around and performed the abnormal checklist. I elected to declare an emergency and have crash fire rescue equipment standing by. Briefed flight attendants and made a PA. Landing was uneventful.
