Narrative:

While on vectors from phl approach control for a practice ILS runway 24 pne in VFR, I was given a heading that turned me directly towards the ttn class D airspace. I asked phl approach control if I was cleared into the ttn class D and was told 'no.' I immediately executed a left turn to avoid the ttn class D airspace, and most likely missed it by 1 NM judging by the GPS moving map. In the future, I will avoid practice IFR procedures during times where ATC is 'overly busy.' note: this situation occurred in VFR under flight following with phl for IFR training. No flight plan was filed for the short trip.
