Narrative:

While picking up a new plane and taxiing to the hangar ramp the brakes failed, and at very slow speed I rolled into the horizontal stabilizer of another plane. The mixture was in idle-cutout but the propeller was still turning, damaging the left horizontal stabilizer. I had full pressure on the brakes. They had worked fine when tested, pulling out of the parking spot, pulled the emergency brake and pulled throttles and mixtures back. After this I learned that the plane had been written up before and was involved sometime before in a braking failure which resulted in the plane running off the end of the runway at another airport.

Title: A PART 135 CARGO PLT COLLIDES WITH ANOTHER ACFT PARKED AT THE RAMP WHEN HIS BRAKES FAIL NEAR THE RAMP AT BHM, AL.

Narrative: WHILE PICKING UP A NEW PLANE AND TAXIING TO THE HANGAR RAMP THE BRAKES FAILED, AND AT VERY SLOW SPD I ROLLED INTO THE HORIZ STABILIZER OF ANOTHER PLANE. THE MIXTURE WAS IN IDLE-CUTOUT BUT THE PROP WAS STILL TURNING, DAMAGING THE L HORIZ STABILIZER. I HAD FULL PRESSURE ON THE BRAKES. THEY HAD WORKED FINE WHEN TESTED, PULLING OUT OF THE PARKING SPOT, PULLED THE EMER BRAKE AND PULLED THROTTLES AND MIXTURES BACK. AFTER THIS I LEARNED THAT THE PLANE HAD BEEN WRITTEN UP BEFORE AND WAS INVOLVED SOMETIME BEFORE IN A BRAKING FAILURE WHICH RESULTED IN THE PLANE RUNNING OFF THE END OF THE RWY AT ANOTHER ARPT.
