Narrative:

On descent into ZZZ from ZZZ1, the right engine would not reduce RPM below 81% N2 with the throttle at idle, all other engine gauges were similarly high. With this high thrust setting, the aircraft was challenging to descend without gaining airspeed. Several attempts were made to reduce thrust on right (change bleeds, throttle burst, etc) with no success. Uneventful long straight in flown to uneventful landing. No emergency was declared, but a fire truck was requested to follow us to the ramp in the event of hot brakes. The crew performed 2 engine ground runs for maintenance to investigate the problem. The in-flight condition could not be duplicated, and the aircraft was released for flight. During the ground runs and other maintenance procedures and phone calls between the ZZZ mechanic and ZZZ1 maintenance control, the aircraft logbook left and returned to the aircraft at least 4 times. When the flight finally left for ZZZ1, the logbook was left in the operations office. The crew discovered the oversight, and with the help of an exceptional ZZZ agent, who was going off duty, the maintenance logbook was hand delivered to the crew in ZZZ1 on the next flight. The book was only 15 mins late for delivery to the line maintenance office. The aircraft was taken OTS, because on the return flight into ZZZ, the right engine exactly duplicated the previous high idle problem. Another precautionary landing was made without incident. An emergency was not declared, but once again, a fire truck followed the aircraft to the gate in case the brakes got warm.

Title: A MEDIUM TURBOPROP TRANSPORT WAS DISPATCHED IN NON COMPLIANCE WITHOUT THE LOGBOOK BOARDED AFTER MAINT WAS PERFORMED.

Narrative: ON DSCNT INTO ZZZ FROM ZZZ1, THE R ENG WOULD NOT REDUCE RPM BELOW 81% N2 WITH THE THROTTLE AT IDLE, ALL OTHER ENG GAUGES WERE SIMILARLY HIGH. WITH THIS HIGH THRUST SETTING, THE ACFT WAS CHALLENGING TO DSND WITHOUT GAINING AIRSPD. SEVERAL ATTEMPTS WERE MADE TO REDUCE THRUST ON R (CHANGE BLEEDS, THROTTLE BURST, ETC) WITH NO SUCCESS. UNEVENTFUL LONG STRAIGHT IN FLOWN TO UNEVENTFUL LNDG. NO EMER WAS DECLARED, BUT A FIRE TRUCK WAS REQUESTED TO FOLLOW US TO THE RAMP IN THE EVENT OF HOT BRAKES. DURING THE GND RUNS AND OTHER MAINT PROCS AND PHONE CALLS BTWN THE ZZZ MECH AND ZZZ1 MAINT CTL, THE ACFT LOGBOOK LEFT AND RETURNED TO THE ACFT AT LEAST 4 TIMES. WHEN THE FLT FINALLY LEFT FOR ZZZ1, THE LOGBOOK WAS LEFT IN THE OPS OFFICE. THE CREW DISCOVERED THE OVERSIGHT, AND WITH THE HELP OF AN EXCEPTIONAL ZZZ AGENT, WHO WAS GOING OFF DUTY, THE MAINT LOGBOOK WAS HAND DELIVERED TO THE CREW IN ZZZ1 ON THE NEXT FLT. THE BOOK WAS ONLY 15 MINS LATE FOR DELIVERY TO THE LINE MAINT OFFICE. THE ACFT WAS TAKEN OTS, BECAUSE ON THE RETURN FLT INTO ZZZ, THE R ENG EXACTLY DUPLICATED THE PREVIOUS HIGH IDLE PROB. ANOTHER PRECAUTIONARY LNDG WAS MADE WITHOUT INCIDENT. AN EMER WAS NOT DECLARED, BUT ONCE AGAIN, A FIRE TRUCK FOLLOWED THE ACFT TO THE GATE IN CASE THE BRAKES GOT WARM.
