Narrative:

My IFR clearance from phx to hit read: 'fly runway heading, vectors to V16 bxk as filed. Climb to 4000 ft expect 8000 ft within 3 mins. Hii departure control frequency 123.7 squawk XXXX.' on takeoff roll tower advised me that a B767 was departing on the parallel runway. After liftoff with the B767 approximately 1/2 mi ahead, the tower told me to climb at best rate to 2300 ft and contact departure at 2300 ft. I told the tower I was concerned about wake turbulence from the B767. I heard many more radio xmissions but no further responses to me from the tower. At 2300 ft I switched to 123.7 and advised departure control I was climbing to 4000 ft. I was asked what my heading was and I responded 'runway heading.' I was given a vector to a heading and instructed to stop my climb. Seconds later I was cleared to 8000 ft direct bxk on course. When I arrived back at my base I found instructions to call the tower supervisor. He said that the tower had instructed me to turn to a heading of 190 degrees while I was climbing and not instructed to change to departure frequency. I believe the cause of the problem was frequency congestion. It could have been easily avoided if in the IFR clearance instructions would have included 'after takeoff turn to a heading of 190 degrees.' callback conversation with reporter revealed the following information: reporter said he was cleared for takeoff runway 25L simultaneously with a B767 off runway 25R. About halfway down the runway airborne, the reporter said he was passed up by the heavy jet and received a small amount of wake turbulence. He stated he was very concerned because a slight crosswind was blowing the wake across his runway. He understood his clearance to be, 'fly runway heading.' he was later told by the supervisor in a telephone conversation that the local controller had issued a left turn to heading 190 degrees. The reporter said the frequency was very busy and that he did not hear the instruction. He said he talked to another supervisor about the incident and was told he had been instructed to remain on tower frequency.

ON TKOF ROLL TWR ADVISED ME THAT A B767 WAS DEPARTING ON THE PARALLEL RWY. AFTER LIFTOFF WITH THE B767 APPROX 1/2 MI AHEAD, THE TWR TOLD ME TO CLB AT BEST RATE TO 2300 FT AND CONTACT DEP AT 2300 FT. I TOLD THE TWR I WAS CONCERNED ABOUT WAKE TURB FROM THE B767. I HEARD MANY MORE RADIO XMISSIONS BUT NO FURTHER RESPONSES TO ME FROM THE TWR. AT 2300 FT I SWITCHED TO 123.7 AND ADVISED DEP CTL I WAS CLBING TO 4000 FT. I WAS ASKED WHAT MY HEADING WAS AND I RESPONDED 'RWY HEADING.' I WAS GIVEN A VECTOR TO A HEADING AND INSTRUCTED TO STOP MY CLB. SECONDS LATER I WAS CLRED TO 8000 FT DIRECT BXK ON COURSE. WHEN I ARRIVED BACK AT MY BASE I FOUND INSTRUCTIONS TO CALL THE TWR SUPVR. HE SAID THAT THE TWR HAD INSTRUCTED ME TO TURN TO A HEADING OF 190 DEGS WHILE I WAS CLBING AND NOT INSTRUCTED TO CHANGE TO DEP FREQ. I BELIEVE THE CAUSE OF THE PROB WAS FREQ CONGESTION. IT COULD HAVE BEEN EASILY AVOIDED IF IN THE IFR CLRNC INSTRUCTIONS WOULD HAVE INCLUDED 'AFTER TKOF TURN TO A HEADING OF 190 DEGS.' CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID HE WAS CLRED FOR TKOF RWY 25L SIMULTANEOUSLY WITH A B767 OFF RWY 25R. ABOUT HALFWAY DOWN THE RWY AIRBORNE, THE RPTR SAID HE WAS PASSED UP BY THE HVY JET AND RECEIVED A SMALL AMOUNT OF WAKE TURB. HE STATED HE WAS VERY CONCERNED BECAUSE A SLIGHT XWIND WAS BLOWING THE WAKE ACROSS HIS RWY. HE UNDERSTOOD HIS CLRNC TO BE, 'FLY RWY HEADING.' HE WAS LATER TOLD BY THE SUPVR IN A TELEPHONE CONVERSATION THAT THE LCL CTLR HAD ISSUED A L TURN TO HEADING 190 DEGS. THE RPTR SAID THE FREQ WAS VERY BUSY AND THAT HE DID NOT HEAR THE INSTRUCTION. HE SAID HE TALKED TO ANOTHER SUPVR ABOUT THE INCIDENT AND WAS TOLD HE HAD BEEN INSTRUCTED TO REMAIN ON TWR FREQ.
