Narrative:

Wbound aircraft at FL350 wanted lower. I issued a descent to FL310. Northbound aircraft was at FL330. I misjudged the speed of the northbound aircraft due to strong winds and before I could correct this situation, separation was lost. I tried to turn both aircraft but with the speed difference it was not enough to avoid loss of separation.

Narrative: WBOUND ACFT AT FL350 WANTED LOWER. I ISSUED A DSCNT TO FL310. NBOUND ACFT WAS AT FL330. I MISJUDGED THE SPD OF THE NBOUND ACFT DUE TO STRONG WINDS AND BEFORE I COULD CORRECT THIS SIT, SEPARATION WAS LOST.
