Narrative:

Aircraft Y on radar vector for spacing turned on course then issued successive turns heading 140 degrees then heading 180 degrees for aircraft X at FL350. Aircraft Y was descending to FL350. Aircraft Y was reclred to climb to FL370. Soon aircraft Y advised he had TCASII traffic. He then advised he was level at FL360, 1000 ft below his assigned altitude. Loss of separation occurred after aircraft Y leveled at FL360.
