Narrative:

Pilot's unfamiliarity with avp (first visit). Pilot's unfamiliarity with back-taxi procedures on controlled fields. Typically, a taxi to runway gets the aircraft to the departure end of the runway. Aircraft's position for run-up was less than 350 ft from the hold short mark on taxiway B. Pilot's failure to switch to tower after preflight complete to advise, 'ready for departure.' pilot was not rushed to depart, but was concerned about letting a westwind jet out of the parking area. Event sequence: after engine start, the pilot of aircraft 1 heard the westwind parked nearby receive IFR clearance. To allow the westwind easier access out of the ramp area, aircraft 1 was taxied to the south side of the ramp. Aircraft 1 received IFR clearance and the pilot advised ground that the run-up would be completed at the west end of the ramp. The pilot did not want to have to run-up on the small pad at the end of the runway. During run-up, a westwind jet taxied from the ramp to the runway and departed, apparently nonstop, after receiving the same taxi clearance aircraft 1 was later to receive. Aircraft 1 completed the run-up at the west end of ramp near taxiway P. Following run-up, pilot advised the preflight was complete. Ground clearance replied, 'taxi to runway 04.' pilot of aircraft 1 readback the clearance and taxied to the turn-around pad via taxiway P, taxiway B and runway 04, while monitoring ground. Seeing aircraft 2 turn final, the pilot of aircraft 1 queried ground if the traffic was cleared to land or executing a low approach and offered to turn around for immediate departure. Tower called for aircraft 2 to execute a go around. Ground advised aircraft 1 of the incursion. Aircraft 1 advised tower, 'ready for departure', and received takeoff clearance. Supplemental information from acn 540947: aircraft instructed to taxi to runway 04. Aircraft taxied onto runway without clearance. VFR/aircraft on final had to go around. Supplemental information from acn 541349: ground controller taxied aircraft to active runway. Aircraft taxied onto runway and turned toward approach end (without permission) while on ground frequency. Ground controller alerted me (local control). Aircraft on final sent around. Callback conversation with reporter revealed the following information: reporter (acn 541349) stated he doesn't have a big problem with the local and experienced pilots understanding the 'taxi to' clrncs when runway 04/22 is in use. He said unfamiliar and usually student pilots misunderstand the procedure.

DURING RUN-UP, A WESTWIND JET TAXIED FROM THE RAMP TO THE RWY AND DEPARTED, APPARENTLY NONSTOP, AFTER RECEIVING THE SAME TAXI CLRNC ACFT 1 WAS LATER TO RECEIVE. ACFT 1 COMPLETED THE RUN-UP AT THE WEST END OF RAMP NEAR TXWY P. FOLLOWING RUN-UP, PLT ADVISED THE PREFLT WAS COMPLETE. GND CLRNC REPLIED, 'TAXI TO RWY 04.' PLT OF ACFT 1 READBACK THE CLRNC AND TAXIED TO THE TURN-AROUND PAD VIA TXWY P, TXWY B AND RWY 04, WHILE MONITORING GND.
