Narrative:

Cleared to descend to 6000 ft altitude, intercept localizer. Level at 6000 ft on localizer, never cleared for the approach. We got a TA and were told to make an immediate turn to heading 180 degrees. As we started the turn, we got an RA with a warning to climb at the same time ATC told the other flight to descend immediately to 5000 ft. As I was about to climb, we got the 'clear of conflict.' this is a controller error. The rest of this does not apply.

Title: B737 CAPT, WHILE IN LEVEL FLT ON TRANSITION TO THE LOC, APCH CTLR REQUESTED HIM TO MAKE AN IMMEDIATE TURN AND THEN INSTRUCTED ANOTHER ACFT TO DSND IN RESPONSE TO A POTENTIAL AIRBORNE CONFLICT.
