Narrative:
ZZZ1 called for MEL 36-1C. The r-hand engine bleed was inoperative. I obtained dispatch concurrence and entered into computer maintenance records. The first provisos in r-hand column called for maintenance procedures manual procedures. Then after maintenance procedures manual provisos, MEL called for the heading to be placarded. I missed it, dispatch missed it, flight crew missed it, mechanic in ZZZ1 missed it.

Title: A B767-300 WAS DISPATCHED IN NON COMPLIANCE WITH THE R BLEED SYS DEFERRED INOP PER THE MEL BUT THE REQUIRED PLACARD NOT INSTALLED.
Narrative: ZZZ1 CALLED FOR MEL 36-1C. THE R-HAND ENG BLEED WAS INOP. I OBTAINED DISPATCH CONCURRENCE AND ENTERED INTO COMPUTER MAINT RECORDS. THE FIRST PROVISOS IN R-HAND COLUMN CALLED FOR MAINT PROCS MANUAL PROCS. THEN AFTER MAINT PROCS MANUAL PROVISOS, MEL CALLED FOR THE HDG TO BE PLACARDED. I MISSED IT, DISPATCH MISSED IT, FLC MISSED IT, MECH IN ZZZ1 MISSED IT.
