Narrative:

The pilot departed on an IFR flight plan from ca to canada. The pilot obtained a WX briefing from oak flight service and filed IFR, but does not recall being given any NOTAMS for oregon. Upon departure, the pilot radioed oak on 127.80 to initiate the IFR plan. Center responded but did not activate the IFR plan but rather provided flight following. Upon reaching northern ca, oak center called 'too low for flight following -- squawk VFR.' the pilot asked for a frequency to contact ZZZ radio for further flight following but did not reach ZZZ (due to the low altitude of flight). The pilot obliged to oak by dropping the flight following and continued flight into oregon and apparently, unaware, inadvertently broke the restr airspace. The pilot was made aware of restr upon radioing ZZZ center further into washington. Since the original flight plan was IFR, oak FSS did not mention the NOTAM during the IFR filing over the phone. The pilot subsequently called oak FSS and asked about the restr. While or and wa are acutely aware of this added restr other facilities such as oak are not. The pilot was told that there are 'pages' of restrs and that the 'flight briefers do not get them all.'

Title: SMA PLT PENETRATED TFR AIRSPACE. PLT FILED IFR FLT PLAN BUT ARTCC RADAR CTLR WOULD NOT ACTIVATE IT. PLT HAD FSS BRIEFING BUT TFR NOTAM WAS NOT MENTIONED.

Narrative: THE PLT DEPARTED ON AN IFR FLT PLAN FROM CA TO CANADA. THE PLT OBTAINED A WX BRIEFING FROM OAK FLT SERVICE AND FILED IFR, BUT DOES NOT RECALL BEING GIVEN ANY NOTAMS FOR OREGON. UPON DEP, THE PLT RADIOED OAK ON 127.80 TO INITIATE THE IFR PLAN. CTR RESPONDED BUT DID NOT ACTIVATE THE IFR PLAN BUT RATHER PROVIDED FLT FOLLOWING. UPON REACHING NORTHERN CA, OAK CTR CALLED 'TOO LOW FOR FLT FOLLOWING -- SQUAWK VFR.' THE PLT ASKED FOR A FREQUENCY TO CONTACT ZZZ RADIO FOR FURTHER FLT FOLLOWING BUT DID NOT REACH ZZZ (DUE TO THE LOW ALTITUDE OF FLT). THE PLT WAS TOLD THAT THERE ARE 'PAGES' OF RESTRS AND THAT THE 'FLT BRIEFERS DO NOT GET THEM ALL.'
